June 28, 2008 Increased electricity tariffs for Linden imminent A section of the protest on Thursday last- Luncheon Tariffs increase in Linden will be implemented but later than planned and with greater publicity of detail and merit. This is according to Head of Presidential Secretariat, Dr Roger Luncheon, yesterday, during his weekly post Cabinet press briefing. Dr Luncheon said that the increase was inevitable though later than initially planned. The previous date set for the increase was Tuesday but Dr Luncheon noted that the delay was due to the fact that more time is needed to conclude undertakings made at the first meeting at Watooka when Prime Minister Samuel Hinds said that there would be follow up discussions prior to its implementation. “The assumption was that the discussions would have taken place already,†said Luncheon. President Bharrat Jagdeo had also expressed an intention of meeting with Lindeners to bring a conclusion to issue. Last Thursday, hundreds of angry Lindeners protested the impending electricity hike for the mining town, in the process blocking the Mackenzie/Wismar Bridge to demonstrate against what they say is a deliberate attempt by Government to impose new and unconscionable hardships on a community that is already economically depressed. The present electricity rates in Linden stand at $5 per kilowatt hour for residential areas. The proposed increase will provide residential areas with 100 kilowatt hours of electricity at $5 per kilowatt hour, and after these 100 kilowatt hours have been used residents will pay standard Guyana Power and Light (GPL) rates. Of all of GPL customers, says a source within GPL, thousands of them manage on less than 100 kilowatt hours of electricity every month. With this in mind, the source termed the increase ‘moderate’ for the 8000 customers in the Linden area. Leader of the parliamentary opposition, Robert Corbin, at the time of the protest action traveled to Linden and told the peeved residents that electricity rates would not be hiked on July 1, as had been indicated by Hinds. According to Corbin, the new implementation date would be in October. There is a concern among Lindeners that the October bill would be back dated to July. Corbin said that such a decision was an insult to his intelligence, and to the intelligence of the people. He said that the impending rates should be suspended until further consultations. There was the suggestion that Bosai should also cushion some of the cost of electricity in the mining community. In reflecting on the impending escalating rate of electricity, Corbin opined that if that basic utility is hiked by 53 per cent, there is the likelihood that a lot of children in the community will starve. Regional Chairman Mortimer Mingo had also placed his voice on record as saying that it was important for Lindeners to ensure that the people of Linden do not pay a cent more and he recalled a recent meeting with the Prime Minister where it was decided that more consultations would have to be engaged in before any pronouncements on increases could be made. The Alliance for Change had also condemned the imminent hike saying that the ad hoc and arbitrary manner in which the PPP/C regime is approaching a very sensitive issue that affects the lives of thousands of distressed persons is nothing short of unconscionable. http://www.kaieteurnews.com/?p=1886 |

Linden has no economy thanks to the PNC and the PPP. Not every one has family outside and increasing numbers of those outsode are unable or unwilling to send money back given the increased challenges that they face. |

Note both the PNC and the PPP are responsible for Linden's poverty so why your comment about the PNC only? Actually the largest party that Lindeners voted for in 2006 is "neither of the above", i.e.they didnt vote. They didnt because BOTH destroyed Linden. |

Caribj, black poverty is always the product of some else's making. Tell us how they "created" the poverty? The industry was destroyed under the PNC due to lack of investment to meet the changing global environment which saw the Chinese and other take us over. After destroying it and loosing the customers, it is a momumental task to rebuild as who will come and invest when the alternative is readily available. Most blacks went off to gold mining after, now that has cooled off and they are looking again. This is the story of blacs in Guyana, go back to the days of pork-knocking and see how most ended up. Of course, now you thing they rest of the country should provide support. This is the type of thinking that caused the PNC to collapse, take from one and give to another. Unfortunately the "one" and the "another" remains the same groups. Tell your PNC buddies to stop destroying the economy and the GoG will be ain a position to help their constituency more. |

Having a racist day again. Now please tell me who is to blame for Indian poverty. Given that your presence in Guyana is due to black people being forced to pay taxes to fund the importation of your ancestors who were promptly put to work to undermine the black demand for better wages and working conditions you are a fine one to talk. I look forward to finding out what the PNC is doing to destroy the economy. I am curious as to why the PPP has not arrested any for engaging in this activity. |

In fact given that most salaried workers in Guyana are blacks and farmers and business people (mainly Indians) dont pay taxes why do you assume that every govt expenditure on black areas is undeserved? Your PPPhas refused to have local elections since 1994. 14 years so please cut your crap. The residents of these towns have had no opportunity to find better managers. In any case I am sure that Georgetown contributes more to the central govt through import duties, VAT and income tax than it gets back from them. Tell your people to pay their income tax then they can babble. And I repeat Linden has no economy so what do you expect them to do if there is no tax base. Even when the govt spends money there they use their Indo contractors who bring in their Indo workers. |

Does Haiti have an economy? Did Guyana have an economy in 1988? The only thing for Jimmy Carter to do is to find out why is it that Guyana has had no local govt elections since 1994. Only the PPP stooges have the answer. They will blame the PNC but will look foolish when asked well how come we have had 3 national elections since. |

Serious financial breaches in municipality accounting – audit reportThe report submitted to the Mayor and City Councillors (M&CC) by the Auditor General (AG) has revealed serious breaches of regulations and protocol by the administration of the municipality, particularly within the Treasurer’s Department. The audit examined several areas: wages and salaries, for which records are not being maintained; officers being given payment in lieu of leave without proper authority or approval; advances and loans to officers; deduction of officers’ deposits; bank reconciliation statements; assessment and collection of rates and taxes and information systems costs. The AG’s report noted that amendments could be made to City Hall’s payroll by anyone with access to the system since proper procedures were not followed in the updating of the ‘pay changes register’ which was not always viewed by all the relevant accounting officers. Changes to the payroll are supposed to be taken to the data entry clerk in the Treasurer’s Department for updating and processing of the payroll. However, the audit revealed that the officer making changes to the ‘pay changes register’ was making changes to the database for the processing of the payroll. City Treasurer Roderick Edinboro could not give a plausible explanation why this was so but said that he would make periodical checks although he could not say what form these checks would take. According to Edinboro any changes to the payroll were verified. However, it was not clear who was responsible for the verification and final changes since several persons have access to it, including the treasurer, the accounting manager, the personnel officer, the accounts supervisor and the data entry clerk. Moreover, the audit found that all the functions of the City Treasurer’s Department were de-linked from the central server and were operating from a separate server in the Treasurer’s Department. Edinboro said the move was owing to the slow information flow from the central server (located in the Information Technology Department) to the Treasurer’s Department. Overpayments Further evidence, according to the report, showed that a number of officers were being overpaid, including a clerk II in the Accounts Department who was appointed to act as accounting manager and was approved by the full council to work from February 1, 2006 to April 30, 2006. To date the clerk is still in the acting position although approval was not sought for her to continue. Further she had taken 28 days leave last year September and was still paid an acting allowance which means that she was overpaid $26,026 for the period she was on leave, something for which the treasurer could not give an explanation. In addition both the accounts supervisor and another clerk II who performed extra duties when the city treasurer and accounting supervisor were on leave were paid responsibility allowances in excess of what was stipulated by the full council. It was also found that a number of officers were paid excess amounts of taxable allowances when compared to the schedule of approved taxable allowances provided in support of the pay sheet. Also, in 2007, 122 salary advances totalling $4,895,180 were issued to officers but applications for 15 officers who were issued a total of $675,000 were not seen. Further examinations also revealed that nine senior officers on the executive pay sheet were paid $1,371,171 in lieu of leave during 2007 and 2008. The report said these payments should not have occurred since there was an existing policy that all leave earned should be taken within the year or be forfeited. If the need arose to pay in lieu of leave then approval of the full council should be sought but this was not done in any of the cases. The audit found too that granting of loans and advances to officers was done in an ad-hoc manner, following no proper procedures and this was evidence of a lack of “due care and diligence†by the town clerk and city treasurer. Defraud The report also stated that the apathetic way in which things were being done showed attempts to “defraud the council,†and this was especially indicated by changes in the ‘pay changes register’ with no updates to reflect deductions made and advances granted without full approval from the council. Rates and Taxes The audit was unable to determine whether taxpayers were paying the correct amount or too much, since the rates software programme was not working properly. Also, the investigation could not determine whether the closing balance on the manual card system used before the implementation of the automated system was also used as the opening balance in the new system since repeated requests for the opening balances were futile and neither the treasurer nor the systems analyst could clarify whether both balances were the same. The report said further investigations proved that customers were served with demand notices for one amount and when they turned up to pay a new demand notice was issued. The |
