You may be right, but let's not get ahead of ourselves. I dont see bringing "college degrees" to the lower class of people in Guyana is something in the works. However, it could start from primary school where the simple biology of the effects of alcohol, smoking etc could be thought to the kids. You do this with along with adult education and awareness programs on TV, churches, temples and other places where people gather.

Also we should look at subliminal messages being spread in society where alcohol is promoted as a sign of "coolness" or where it's illustrated as a place of refuge for the frustrated and hurt. So, my point is, there nood to be a concerted and multilateral approach to the scorge.

You take these and add strong enforecement of the laws regarding drunkedness, public mis-behavior and such things, you will get results.

Not sure why you say it's a "cultural thing". Whose cultural thing?
