...why are these two always prayed silently, even in congregation??

Can my knowledgeable Brothers or Sisters give me any info on this, please.

I have always been curious about this, but never remember to ask.

There are two reasons. One, the traditional Muslim hadith position is that since they are during the day, the meccan polytheists used to bother the muslims when they heard them praying, so they were recited silently.
The next...and I did this in a research project is to do with the prayer not being an Islamic peculiarity, but in fact structured on Judeo-Christian precedent since these are abrahamic religions. If you read the book of samuel (Hebrew Bible), you will see the prayer of Hannah as Muslims do the Dhuhr and Asr. Only her lips moved. WHich is another problem: the sunna is very clear on this..only the lips are supposed to move, and when Muslims "whisper loudly" they are in fact departing from the proper modus....
I know of at least one Muslim who has named hs child after this biblical woman based on the story of her prayer....

The beginning of Sura Muzamil (Ch. 73) talks about how to recite the Quran and one of the verses talks about being preoccupation with worldly affairs during the day, hence the silence required. This falls in in line with Daras explanation.
